(<strong>Usage note<\/strong>: don\u2019t ever call it <a href=\"http:\/\/www.timeanddate.com\/time\/dst\/daylight-savings-time.html\">Daylight <em>Savings<\/em> Time<\/a>, even if you\u2019re a <a href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/BILLS-106hr177ih\/pdf\/BILLS-106hr177ih.pdf\">congressman<\/a>. It&#8217;s not a bank account.)<\/p>\n<h4>Historical Background<\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 10px 8px 10px 8px;\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/migrated\/7\/daylight-saving-victory.jpg\" alt=\"World War I poster advertising the first daylight-saving law\" width=\"179\" height=\"314\" \/>Benjamin Franklin is credited with first conceiving the idea for a daylight-saving law, which he proposed (perhaps as a joke) in an anonymous and humorously-worded letter to the editor <a href=\"http:\/\/babel.hathitrust.org\/cgi\/pt?id=njp.32101045547062;view=1up;seq=522\">published in the <em>Journal de Paris<\/em><\/a> in 1784.<\/p>\n<p>The first serious proposals for such a law came from the entomologist\/astronomer <a href=\"http:\/\/www.teara.govt.nz\/en\/biographies\/3h42\/hudson-george-vernon\">George V. Hudson<\/a> in New Zealand in <a href=\"http:\/\/rsnz.natlib.govt.nz\/image\/rsnz_28\/rsnz_28_00_0757_0734_ac_01.html\">1895<\/a> and <a href=\"http:\/\/rsnz.natlib.govt.nz\/volume\/rsnz_31\/rsnz_31_00_008570.html\">1898<\/a>, and from the builder <a href=\"http:\/\/www.webexhibits.org\/daylightsaving\/willett.html\">William Willett<\/a> in England in 1907. (Willett, incidentally, was the <a href=\"https:\/\/web.archive.org\/web\/20160304084833\/http:\/\/o.canada.com\/entertainment\/music\/daylight-saving-times-coldplay-connection\">great-great-grandfather of Chris Martin<\/a> of Coldplay, the band responsible for the songs \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=d020hcWA_Wg\">Clocks<\/a>\u201d and \u201c<a href=\"https:\/\/youtu.be\/Z2qPxSUnOFg\">Daylight<\/a>.\u201d)<\/p>\n<p>Franklin\u2019s whimsical idea was not taken seriously in the United States until Congress passed the <a href=\"http:\/\/www.webexhibits.org\/daylightsaving\/usstat.html\">Standard Time Act of 1918<\/a> to economize on fuel during the First World War. By then, several European countries had already adopted some version of a daylight-saving law.<\/p>\n<p>The law turned out to be quite unpopular in the U.S., especially among farmers, who found it unnatural and disruptive, and it was abolished immediately after the war. It was reinstated during the Second World War, then abolished again after that war, then reinstated inconsistently by various state and localities. It has been a continual source of controversy up to the present day.<\/p>\n<p>A 2020 <a href=\"https:\/\/fas.org\/sgp\/crs\/misc\/R45208.pdf\">Congressional Research Service Report for Congress<\/a> summarizes the contentious history of this law over the decades.<\/p>\n<h4>Observance<\/h4>\n<p>The most recent change to the dates of observance of Daylight Saving Time was implemented as Section 110 of the <a href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/PLAW-109publ58\/pdf\/PLAW-109publ58.pdf\">Energy Policy Act of 2005<\/a>. Under current law, Daylight Saving Time (DST) is observed in the United States from 2:00 a.m. on the second Sunday in March until 2:00 a.m. on the \ufb01rst Sunday in November, theoretically saving energy during the longer days and keeping children safe (and candy companies in business!) during the prime trick-or-treating hours of Halloween.<\/p>\n<p>A few U.S. states and territories do not observe DST:<\/p>\n<ul>\n<li>Arizona (except for the <a href=\"http:\/\/www.navajo-nsn.gov\/\">Navaho Nation<\/a>, which <a href=\"http:\/\/www.navajo-nsn.gov\/Upcoming%20Events\/2014\/Spring%20Forward_2014.pdf\">does observe DST<\/a>)<\/li>\n<li>Hawaii<\/li>\n<li>American Samoa<\/li>\n<li>Puerto Rico<\/li>\n<li>The Virgin Islands<\/li>\n<\/ul>\n<h4>Controversies<\/h4>\n<p>Among the advantages that have been imputed to DST are that it saves electricity and the money spent on lighting during the evening hours; it offers more daylight hours for recreation after our jobs, studies, or chores and encourages people to spend more time exercising and socializing; it stimulates tourism and business; and it reduces crime and traffic accidents during the evening hours.<\/p>\n<p>Opponents to DST have objected that changing the clocks twice a year is inconvenient, unnatural, and confusing; the extra cost of air-conditioning at night negates any savings in reduced lighting; the extra driving drives fuel-spending up and generates pollution; the extra hour of darkness in the morning leads to more traffic accidents and endangers children on their way to school; and the jolt to our inner circadian clocks is unhealthy.<\/p>\n<p>Many of these assertions for and against have been based more on hunches than on proven facts, but there have been several studies of the effects of daylight-saving laws in various places around the world.<\/p>\n<p>A <a href=\"http:\/\/a.abcnews.com\/images\/2020\/DOT%20DST%20study.PDF\">1975 study by the U.S. Department of Transportation<\/a> indicated that extending DST from a six-month period to an eight-month period might have modest benefits in the areas of energy conservation, traffic safety, and reduced violent crime, although their conclusions were not asserted with much confidence.<\/p>\n<p>A <a href=\"https:\/\/www.osti.gov\/biblio\/949762\">2008 report by the U.S. Department of Energy<\/a> indicated a small savings in electricity during the daylight saving period, while a <a href=\"http:\/\/www.nber.org\/papers\/w14429.pdf\">study of daylight saving time in Indiana<\/a> suggested that a reduced demand for lighting is negated by an increased demand in electricity for heating and cooling, especially in the southern states.<\/p>\n<p>According to the <a href=\"https:\/\/jcsm.aasm.org\/doi\/10.5664\/jcsm.8780\">American Academy of Sleep Medicine<\/a>, the one-hour time shift results in sleep loss and a resultant sleep debt, as well as a misalignment of our circadian rhythms. <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0001457517304256\">Road accidents increase<\/a>, especially on the first two days after the time change, and the rate of fatal accidents is about 6.5% higher during the first week of daylight saving time as compared to the previous or following week.<\/p>\n<p>Perhaps most disconcertingly, several studies have indicated that there is a <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/23228926\/\">spike in the rate of heart attacks<\/a>, an <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/27938913\">increased risk of stroke<\/a>, and even a <a href=\"http:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/j.1479-8425.2007.00331.x\/abstract\">rise in the rate of suicides<\/a>, following the spring time shift. (A<a href=\"https:\/\/openheart.bmj.com\/content\/1\/1\/e000019\"> later study<\/a> challenged the conclusion that there is an increase in heart attacks following DST.)<\/p>\n<p>According to a recent Monmouth University poll, most Americans do not like changing their clocks twice a year, but rather than doing away with daylight saving time, the majority of them would like to make it permanent. In the last five years, <a href=\"https:\/\/www.ncsl.org\/transportation\/daylight-saving-time-state-legislation\">19 states have enacted legislation or passed resolutions<\/a> to provide for year-round daylight saving time, but these state actions cannot cannot take effect until the federal law changes. Last year the U.S. Senate unanimously passed the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/623\">Sunshine Protection Act<\/a>, which would have made daylight saving time the new, permanent standard time, but the bill stalled in the House and expired without leaving the committee to which it had been referred. The bill has been <a href=\"https:\/\/www.rubio.senate.gov\/public\/index.cfm\/2023\/3\/rubio-reintroduces-bill-to-make-daylight-saving-time-permanent\">reintroduced during this congressional session<\/a>, and a companion bill has been introduced in the House, so the fight is not over yet.
