While waiting for enough delegates to arrive to make a quorum,\u00a0<a href=\"http:\/\/www.loc.gov\/wiseguide\/may05\/constitution.html\">James Madison<\/a>\u00a0took the initiative of drawing up an initial proposal to get the discussion going: the so-called\u00a0<a href=\"http:\/\/www.ourdocuments.gov\/doc.php?flash=true&amp;doc=7\">Virginia Plan<\/a>.<\/p>\r\n\r\n<\/br>\r\n\r\n<a href=\"https:\/\/texashistory.unt.edu\/ark:\/67531\/metapth561560\/m1\/1\/\"><img loading=\"lazy\" decoding=\"async\" width=\"495\" height=\"378\" src=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/franklin-cartoon.jpg\" alt=\"Benjamin Fraklin in a local pub\" class=\"aligncenter size-full wp-image-1009 img-fluid img-thumbnail\" srcset=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/franklin-cartoon.jpg 495w, https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/franklin-cartoon-300x229.jpg 300w\" sizes=\"auto, (max-width: 495px) 100vw, 495px\" \/><\/a><\/br><\/br>\r\n\r\n<p>The delegates had a complex, delicate task ahead, and precautions were taken to insure secrecy so that everyone would be able to speak his mind honestly and change his mind freely as discussions progressed. Heavy curtains were drawn, and windows were nailed shut. The notoriously bibulous and garrulous Benjamin Franklin was accompanied during public excursions by chaperones charged with making sure he wouldn\u2019t inadvertently reveal too much. James Madison took extensive\u00a0<a href=\"http:\/\/teachingamericanhistory.org\/convention\/debates\/\">notes<\/a>\u00a0of the debates. Over the next four months the delegates sweated, argued, and struggled with the task of devising a system of government adequate to meet the needs of a new nation. They didn\u2019t just revise the Articles of Confederation; rather, they produced an entirely new document from scratch, perhaps overstepping the bounds of their original mandate.<\/p>\r\n\r\n\r\n<\/br>\r\n\r\n<a href=\"https:\/\/www.loc.gov\/wiseguide\/may05\/constitution.html\"><img loading=\"lazy\" decoding=\"async\" width=\"137\" height=\"137\" src=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/madison-portrait.jpg\" alt=\"James Madision, Father of the Constitution\" class=\"aligncenter size-full wp-image-1011 img-fluid img-thumbnail\" srcset=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/madison-portrait.jpg 137w, https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/madison-portrait-65x65.jpg 65w, https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/madison-portrait-125x125.jpg 125w\" sizes=\"auto, (max-width: 137px) 100vw, 137px\" \/><\/a><\/br><\/br>\r\n\r\n\r\n\r\n<p>On September 17, 1787 the final draft of the\u00a0<a href=\"https:\/\/www.archives.gov\/founding-docs\/constitution-transcript\">Constitution of the United States<\/a>\u00a0was signed by 39 of the 55 delegates. The document was then sent to the states for ratification while James Madison, Alexander Hamilton, and John Jay campaigned for acceptance of the new constitution in a series of articles and essays that were eventually compiled and published under the title\u00a0<a href=\"https:\/\/guides.loc.gov\/federalist-papers\/full-text\"><em>The Federalist<\/em><\/a>. Their arguments\u2014plus the promise of a\u00a0<a href=\"https:\/\/www.archives.gov\/founding-docs\/bill-of-rights-transcript\">Bill of Rights<\/a>\u00a0enumerating certain personal freedoms not explicitly provided for in the Constitution\u2014proved persuasive, and the new Constitution went into effect on June 21, 1788, after New Hampshire had become the ninth state to ratify it.<\/p>\r\n\r\n<\/br>\r\n\r\n<a href=\"https:\/\/www.archives.gov\/founding-docs\/constitution\"><img loading=\"lazy\" decoding=\"async\" width=\"402\" height=\"485\" src=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/constitution.jpg\" alt=\"First page of the Constitution of the United States\" class=\"aligncenter size-full wp-image-1014 img-fluid\" srcset=\"https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/constitution.jpg 402w, https:\/\/blogs.library.unt.edu\/sycamore-stacks\/wp-content\/uploads\/sites\/24\/2020\/09\/constitution-249x300.jpg 249w\" sizes=\"auto, (max-width: 402px) 100vw, 402px\" \/><\/a><\/br><\/br>\r\n\r\n<p>In commemoration of these momentous events, Congress has designated September 17 as\u00a0<a href=\"http:\/\/www.law.cornell.edu\/uscode\/text\/36\/106\">Constitution Day<\/a>.
