And that\u2019s wrong.<\/p>\r\n<\/blockquote>\r\n<p class=\"MsoNormal\">So spoke President Obama on Monday in the <a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/2014\/07\/21\/remarks-president-signing-executive-order-lgbt-workplace-discrimination\">remarks he gave<\/a> before signing <a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/2014\/07\/21\/executive-order-further-amendments-executive-order-11478-equal-employmen\">Executive Order 13672<\/a>, finally fulfilling a <span style=\"color: blue;\"><a href=\"http:\/\/www.dailykos.com\/story\/2012\/03\/08\/1072580\/-Metro-Weekly-unearths-Obama-s-past-support-for-a-non-discrimination-executive-order\"><span style=\"color: blue;\">campaign promise made in 2008<\/span><\/a><\/span>.<\/p>\r\n<h4>Discrimination among Federal Contractors Prohibited<\/h4>\r\n<p class=\"MsoNormal\">In 1965 President Lyndon B. Johnson signed <span style=\"color: blue;\"><a href=\"http:\/\/www.dol.gov\/compliance\/laws\/comp-eeo.htm\"><span style=\"color: blue;\">Executive Order 11246<\/span><\/a><\/span>, which <span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">prohibits federal contractors and subcontractors and federally-assisted construction contractors and subcontractors that generally have contracts that exceed $10,000 from discriminating in employment decisions on the basis of race, color, religion, sex, or national origin. President Barack Obama amended this order to add sexual orientation and gender identity to the list of protected classes.<\/span><\/p>\r\n<h4><span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Discrimination in Civilian Federal Workforce Prohibited<\/span><\/h4>\r\n<p class=\"MsoNormal\"><span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Obama\u2019s order also amends <a href=\"http:\/\/www.archives.gov\/federal-register\/codification\/executive-order\/11478.html\">Executive Order 11478<\/a>, signed by President Nixon in 1969 to prohibit discrimination in the civilian federal workforce on the basis of <\/span><span style=\"color: #252525; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">race, color, religion, sex, national origin, handicap, and age<\/span>. President Clinton had already amended this order (in <a href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/FR-1998-06-02\/pdf\/98-14689.pdf\">Executive Order 13087<\/a>) to include sexual orientation in the list of protected classes, and later signed <a href=\"http:\/\/www.dol.gov\/oasam\/programs\/crc\/eo013152.pdf\">Executive Order 13152<\/a> to add the category of \u201can individual\u2019s status as a parent,\u201d as well as a detailed definition of that new category. Obama\u2019s order adds gender identity to the list of protected classes.<\/p>\r\n<h4><span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Religious Exemption<\/span><\/h4>\r\n<p class=\"MsoNormal\"><span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Obama\u2019s order keeps intact an <a href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2002-12-16\/pdf\/02-31831.pdf\">amendment signed by President George W. Bush<\/a> that allows religiously-affiliated federal contractors to give preference in hiring to members of their own religion, but adds no new religious exemptions, as some <a href=\"https:\/\/web.law.columbia.edu\/sites\/default\/files\/microsites\/gender-sexuality\/executive_order_letter_final_0.pdf\">constitutional law professors<\/a> and <a href=\"http:\/\/www.adl.org\/assets\/pdf\/civil-rights\/religiousfreedom\/relatedmats\/lgbt-eo-sign-on-president-obama-letter-2014-07-15.pdf\">religious and civil rights organizations<\/a> had feared might happen in the wake of the recent <a href=\"http:\/\/www.scotusblog.com\/case-files\/cases\/sebelius-v-hobby-lobby-stores-inc\/\">Hobby Lobby decision<\/a> by the Supreme Court.<\/span><\/p>\r\n<h4><span style=\"background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Discrimination in the General Workforce<\/span><\/h4>\r\n<p class=\"MsoNormal\"><span style=\"color: #252525; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;\">Several bills have been introduced in Congress that would prohibit discrimination on the basis of sexual orientation in all workplaces, not just federal, but so far none has passed. The most recent, the <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/113\/s815\">Employment Non-Discrimination Act of 2013 (S.815)<\/a>, has passed in the Senate, but not in the House of Representatives.<\/span><\/p>\r\n<h4><span style=\"background-image: initial;
