The following year, after the war ended, the CPI and its Bureau of Cartoons were abolished, but over the next hundred years the federal government has continued to use cartoons and comics to add visual interest, drama, and fun to the presentation of various types of government information; and to simplify complex concepts for a public diverse in age, learning styles, educational levels, and cultural backgrounds.<\/p>\r\n<h2>Categories<\/h2>\r\n<p><a href=\"https:\/\/www.cdc.gov\/phpr\/zombies_novella.htm\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-479\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/cover-small.png\" alt=\"\" width=\"294\" height=\"381\" \/><\/a>A variety of cartoon<strong> formats and genres<\/strong> have been used to illustrate government publications over the decades, ranging from <a href=\"https:\/\/hdl.handle.net\/2027\/osu.32435064600976\">simple illustrations<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/205\/rec\/27\">single-panel or single-page cartoons<\/a>,\u00a0or <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/140\/rec\/167\">comic strips<\/a>, to more elaborate <a href=\"https:\/\/permanent.access.gpo.gov\/lps52838\/vvfoto.pdf\">storyboards<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/230\/rec\/104\">comic books<\/a>, <a href=\"https:\/\/permanent.access.gpo.gov\/gpo64794\/SMA13-4782ENG.pdf\">fotonovelas<\/a>, and in more recent years even some edgy, adult-oriented, high-quality <a href=\"http:\/\/www.med.navy.mil\/sites\/nhrc\/Downloads\/The_Docs_Full.pdf\">graphic novels<\/a>.<\/p>\r\n<p>Government comics are available on virtually every<strong> topic<\/strong> under the sun. Some of the most popular include military and civil defense; civic engagement and the workings of the government; environmental issues; employment and social security; health and safety;\u00a0and consumer awareness.<\/p>\r\n<p>Many government comics are directed toward specific <strong>audiences<\/strong>, and in some cases the audience will determine the nature of the nature of the presentation. For instance, in order to raise awareness about\u00a0<a href=\"https:\/\/www.consumer.ftc.gov\/features\/feature-0031-fotonovelas\">scams being reported among\u00a0the Latino community<\/a>, the Federal Trade Commission developed a series of informational pamphlets in Spanish and English presented in the format of the <em><a href=\"http:\/\/www.rwhp.org\/fotonovela.html\">fotonovela<\/a><\/em>, a genre popular among Spanish-speaking audiences. The <em>fotonovela<\/em> format has also been used to present information and advice on <a href=\"https:\/\/permanent.access.gpo.gov\/gpo64794\/SMA13-4782ENG.pdf\">health issues<\/a> of concern to Spanish-speaking immigrants. Some other specialized audiences for government comics include <a href=\"https:\/\/www.logsa.army.mil\/psmag\/pshome.cfm\">military personnel<\/a>, <a href=\"https:\/\/hdl.handle.net\/2027\/umn.31951d035450431\">parents<\/a>,\u00a0<a href=\"https:\/\/www.doi.gov\/ost\/office-special-trustee-debuts-empowerment-saga-financial-education-materials-national-congress\">Native Americans<\/a>, and, of course, <a href=\"https:\/\/archive.org\/details\/FatAlbertAndTheCosbyKidsBuzzysRebound\">children and teenagers<\/a>.<\/p>\r\n<a href=\"https:\/\/permanent.access.gpo.gov\/gpo64794\/SMA13-4782ENG.pdf\"><img loading=\"lazy\" decoding=\"async\" width=\"771\" height=\"319\" class=\"aligncenter size-full wp-image-473\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/fotonovela-excerpt.png\" alt=\"\" srcset=\"https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/fotonovela-excerpt.png 771w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/fotonovela-excerpt-400x165.png 400w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/fotonovela-excerpt-768x318.png 768w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/fotonovela-excerpt-740x306.png 740w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/><\/a>\r\n<h2>Cartoonists<\/h2>\r\n<a href=\"https:\/\/digital.library.unt.edu\/ark:\/67531\/metadc951\/m1\/2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-500\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/ann-mosquito-1.png\" alt=\"This is Ann...she drinks blood!\" width=\"199\" height=\"212\" \/><\/a>\r\n<p>Some of the most famous artists and writers have produced cartoons for government publications, in some cases before becoming a household name. Famous cartoonists who produced government comics while serving in the Armed Forces include <a href=\"http:\/\/www.tcj.com\/george-baker-and-the-sad-sack\/\">George Baker<\/a>, <a href=\"http:\/\/www.ep.tc\/problems\/25\/index.html\">Will Eisner<\/a>, <a href=\"http:\/\/library.ucsd.edu\/speccoll\/dswenttowar\/index.html\">Dr. Seuss<\/a>, <a href=\"http:\/\/giam.typepad.com\/100_years_of_illustration\/2011\/10\/robert-osborn.html\">Robert Chesley Osborn<\/a>, <a href=\"http:\/\/digital.lib.umd.edu\/image?pid=umd:679025\">Al Hirschfeld<\/a>, and many others. <a href=\"http:\/\/www.flightjournal.com\/milton-caniff-the-art-of-war\/\">Milton Caniff<\/a> was found unfit for military service, but still contributed cartoons and <a href=\"http:\/\/comicbookplus.com\/?dlid=20928\">illustrations<\/a>\u00a0to the war effort.\u00a0<a href=\"http:\/\/docs.comics.org\/images\/2\/28\/DC_Profiles_31.jpg\">Kurt Schaffenberger<\/a> served in the U.S. Army during World War II and worked as a translator for the Office of Special Services, but it was later, in the 1960s when he created <a href=\"http:\/\/randomactsofgeekery.blogspot.com\/2016\/10\/government-comics-hidden-crew.html\"><em>The &#8220;Hidden Crew&#8221;<\/em><\/a> for the U.S. Air Force.<\/p>\r\n<p><a href=\"https:\/\/hdl.handle.net\/2027\/pur1.32754081273405\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-433\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/squeaks-discovers-type.jpg\" alt=\"\" width=\"166\" height=\"258\" \/><\/a>Commercially-successful cartoonists who created works for other departments include <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/140\/rec\/167\">Charles Schultz<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/258\/rec\/96\">Al Capp<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/52\/rec\/61\">Charles Biro<\/a>, and\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/224\/rec\/31\">Morrie Turner<\/a>. In some cases, an already commercially published (and copyrighted) cartoon, such as Scott Adams&#8217;\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/26\/rec\/21\">Dilbert<\/a>, will be incorporated into a new government document.<\/p>\r\n<p>Other government cartoons have been produced anonymously, sometimes by <a href=\"http:\/\/www.customcomicservices.com\/html\/mcgruff.html\">professional agencies<\/a>; sometimes by amateur cartoonists who have more enthusiasm than skill (see for example, the <a href=\"https:\/\/archive.org\/details\/CAT31314862\">Freddie Food Stamp<\/a> cartoon below, or the even more primitive <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/191\/rec\/33\"><em>Fantastic Tidal Datums<\/em><\/a>).<\/p>\r\n<p>In 2010 the U.S. Government Printing Office released <a href=\"https:\/\/hdl.handle.net\/2027\/pur1.32754081273405\"><em>Squeaks Discovers Type!<\/em><\/a>, their <a href=\"https:\/\/www.youtube.com\/watch?v=2poFHDbcTEw\">first comic book to be produced entirely in-house by GPO employees<\/a>.<\/p>\r\n<h2>Characters<\/h2>\r\n<p><a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/123\/rec\/173\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-437\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/sprocket-man-small.png\" alt=\"\" width=\"154\" height=\"226\" srcset=\"https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/sprocket-man-small.png 400w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/sprocket-man-small-363x533.png 363w\" sizes=\"auto, (max-width: 154px) 100vw, 154px\" \/><\/a><a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/140\/rec\/167\">Charlie Brown<\/a>, <a href=\"https:\/\/hdl.handle.net\/2027\/umn.31951d035450431\">Pogo<\/a>, <a href=\"http:\/\/brandontlocke.com\/projects\/militarymasculinitycomplex\/pdf\/lilabner.pdf\">Lil&#8217; Abner<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/122\/rec\/163\">Rex Morgan, M.D.<\/a>, <a href=\"http:\/\/diehideouscreaturedie.blogspot.com\/2011\/07\/conserving-energy-with-captain-america.html\">Captain America (and the Campbell Kids!)<\/a>,\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/86\/rec\/101\">Mark Trail<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/26\/rec\/21\">Dilbert<\/a>, and many other characters already familiar to the public from the newsstands and daily newspapers have made special appearances in government comics.<\/p>\r\n<p>In other cases unique characters such as <a href=\"http:\/\/www.wvforestry.com\/comicbook.pdf\">Smokey Bear<\/a>,\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/ref\/collection\/comics\/id\/79\">McGruff the Crime Dog<\/a>, and <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/182\/rec\/92\">Connie Rodd<\/a>\u00a0have been created as official mascots to promote specific agencies or agendas.<\/p>\r\n<p>Many stories in government comics are one-offs, in which a unique character appears only once to explain a specific idea and then is never heard from again. A few of these government\u00a0characters whose careers never quite took off are <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/71\/rec\/87\">Komrad Ivan<\/a>;\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/ref\/collection\/comics\/id\/137\">El Gato, the Cat<\/a>; <a href=\"http:\/\/contentdm.unl.edu\/cdm\/ref\/collection\/comics\/id\/146\">Pip, the Magic Safety Elephant<\/a>; <a href=\"http:\/\/purl.access.gpo.gov\/GPO\/LPS20864\">Sprocket Man<\/a>; the <a href=\"http:\/\/contentdm.unl.edu\/cdm\/ref\/collection\/comics\/id\/31\">Garbage Gremlin<\/a>, <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/39\/rec\/1\">Bert the Turtle<\/a>;\u00a0and <a href=\"https:\/\/archive.org\/details\/CAT31314862\">Freddy Food Stamp<\/a>.<\/p>\r\n<a href=\"https:\/\/archive.org\/details\/CAT31314862\"><img loading=\"lazy\" decoding=\"async\" width=\"1296\" height=\"451\" class=\"aligncenter size-full wp-image-418\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/freddy-foodstamp-panel.jpg\" alt=\"\" srcset=\"https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/freddy-foodstamp-panel.jpg 1296w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/freddy-foodstamp-panel-400x139.jpg 400w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/freddy-foodstamp-panel-768x267.jpg 768w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/freddy-foodstamp-panel-740x258.jpg 740w\" sizes=\"auto, (max-width: 1296px) 100vw, 1296px\" \/><\/a>\r\n<h2>Controversies<\/h2>\r\n<p>Occasionally there have been controversies over using comics to impart government information. These are a few of the objections that have been raised to various government comics over the years:<\/p>\r\n<ul>\r\n\t<li>They have featured\u00a0<a href=\"http:\/\/dangerousminds.net\/comments\/meet_connie_rodd_will_eisners_porny_pin-up\">sexist<\/a> or <a href=\"http:\/\/www.ep.tc\/howtospotajap\/\">racist<\/a> stereotypes, especially those issued during the World War II era. Later comics might contain <a href=\"http:\/\/www.med.navy.mil\/sites\/nhrc\/Downloads\/The_Docs_Full.pdf\">profane language or violent images<\/a> unsuitable to children.<\/li>\r\n\t<li>They may\u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/137\/rec\/2\">trivialize important issues<\/a>, or <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/39\/rec\/19\">oversimplify complex issues<\/a>. Government pamphlets are intended to make complex ideas easy to understand, but if the explanatory text is minimized to make room for pictures that don&#8217;t convey a great deal of information, the educational content can end up shortchanged.<\/li>\r\n\t<li>They may promote private businesses at public expense. Although most government publications are in the public domain, in some cases a <a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/224\/rec\/31\">well-known cartoonist<\/a> who produces a comic book for the government is under contract to a publisher or syndicate that retains the copyright to the publication, and the characters are sometimes protected trademarks. Some government comics incorporate commercial mascots, such as <a href=\"http:\/\/diehideouscreaturedie.blogspot.com\/2011\/07\/conserving-energy-with-captain-america.html\"><em>The \u201cBattle of the Energy Drainers\u201d<\/em><\/a>, which doubles as a lesson in energy conservation and an ad for Campbell\u2019s Soup.<\/li>\r\n\t<li>They <a href=\"http:\/\/whattheythink.com\/articles\/53724-squeaks-discovers-type-wastebook\/\">waste taxpayer money<\/a> on frivolous products.<\/li>\r\n<\/ul>\r\n<a href=\"http:\/\/www.shtfblog.com\/connie-rodd-shows-joe-dope-how-to-clean-an-m1-rifle\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-457 size-full\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/connie-rodd-field-strip.jpg\" alt=\"\" width=\"214\" height=\"205\" \/><\/a>\u00a0\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-424\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/how-to-spot-a-jap.png\" alt=\"How to Spot a Jap\" width=\"182\" height=\"205\" srcset=\"https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/how-to-spot-a-jap.png 416w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/04\/how-to-spot-a-jap-400x450.png 400w\" sizes=\"auto, (max-width: 182px) 100vw, 182px\" \/> \u00a0<a href=\"http:\/\/contentdm.unl.edu\/cdm\/singleitem\/collection\/comics\/id\/42\/rec\/17\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-454\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/battle-of-the-energy-drainers.jpg\" alt=\"\" width=\"132\" height=\"203\" \/><\/a>\r\n<h2>Contexts<\/h2>\r\n<p>In addition to government comics, there are many government documents that are not comics themselves, but comment on various aspects of comics and the comics industry. For example,\u00a0<a href=\"https:\/\/www.copyright.gov\/circs\/circ44.pdf\">U.S. Copyright Office Circular 44<\/a> provides copyright guidance for cartoonists seeking to protect their intellectual property.<\/p>\r\n<p><a href=\"https:\/\/archive.org\/details\/juveniledelinque54unit\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-468\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/juvenile-delinquency-hearings.png\" alt=\"\" width=\"255\" height=\"436\" srcset=\"https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/juvenile-delinquency-hearings.png 800w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/juvenile-delinquency-hearings-311x533.png 311w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/juvenile-delinquency-hearings-768x1314.png 768w, https:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/juvenile-delinquency-hearings-577x987.png 577w\" sizes=\"auto, (max-width: 255px) 100vw, 255px\" \/><\/a>In April and June of 1954, the U.S. Congress\u00a0held a series of <a href=\"https:\/\/archive.org\/details\/juveniledelinque54unit\">hearings<\/a> to investigate a possible correlation between crime, horror, and superhero comic books and the current epidemic of juvenile delinquency. One of the key witnesses at the hearings was Dr. Fredric Wertham, a psychiatrist who treated juvenile delinquents. He had noticed that many of his young patients read comic books and drew the conclusion that reading comics led to criminal behavior, a thesis that was explored in his 1954 book <a href=\"http:\/\/iii.library.unt.edu\/record=b4028651~S12\"><em>Seduction of the Innocent<\/em><\/a>.<\/p>\r\n<p>The conclusions and recommendations of the investigating committee were published later in an <a href=\"http:\/\/www.thecomicbooks.com\/1955senateinterim.html\">interim report<\/a>, but even before this report was released, in order to sidestep the threat of government regulation, members of the comics industry decided to self-regulate by forming the Comics Magazine Association of America (CMAA). In October of 1954 they adopted the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Comics_Code_Authority\">Comics Code Authority<\/a>, which imposed a <a href=\"https:\/\/en.wikisource.org\/wiki\/Comic_book_code_of_1954\">code of ethics and standards for comics<\/a>. Comics that adhered to the code received a seal of approval from the CMAA. Over the years, as comic books competed with television and catered to a more adult audience, publishers chafed at the quaint restrictions of the Comics Code, which seemed a relic of a bygone era. Even though the rules were relaxed in <a href=\"http:\/\/www.reocities.com\/Athens\/8580\/cca2.html\">1971<\/a>, and again in <a href=\"http:\/\/www.reocities.com\/Athens\/8580\/cca3.html\">1989<\/a>, they were increasingly ignored by artists and publishers until finally, in 2011, the Comics Code Authority and their code <a href=\"http:\/\/techland.time.com\/2011\/01\/24\/r-i-p-the-comics-code-authority\/\">quietly expired<\/a>.<\/p>\r\n<p><a href=\"http:\/\/goldenageheroes.blogspot.com\/2008\/08\/not-so-original-wonder-man.html\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-515\" src=\"http:\/\/blogs.library.unt.edu\/untdocsblog\/wp-content\/uploads\/sites\/7\/2017\/05\/WonderComics1may39.jpg\" alt=\"\" width=\"228\" height=\"317\" \/><\/a>Several court cases over the years have involved comics. One of the earliest was <a href=\"https:\/\/casetext.com\/case\/detective-comics-v-bruns-publications\">Detective Comics, Inc. v. Bruns Publications, Inc., 111 F. 2d 432 (2d Cir. 1940)<\/a>, in which a judge found that the &#8220;attributes and antics&#8221; of a character called <a href=\"http:\/\/www.brittonpayne.com\/Marvel\/SupermanWonderman.htm\">Wonder Man<\/a> were sufficiently similar to those of Superman to constitute a copyright infringement. An actual company named Flip Side, Inc. sued the authors and the publisher (unsuccessfully) for libel, invasion of privacy, and emotional distress in the case of\u00a0<a href=\"https:\/\/casetext.com\/case\/flip-side-inc-v-chicago-tribune-co\">Flip Side, Inc. v. Chicago Tribune Co., 206 Ill.
